Manager – ROBERT A. CARTER
Professional Background: Mr. Carter began his
career as a U.S. Army, All Source Intelligence Analyst
and Russian Linguist. He was also a Senior Defense Analyst
with the Jane’s Information Group, where he authored
a book and multiple defense-related articles. The bulk
of Mr. Carter’s career was as a Civilian Intelligence
Officer with the Defense Intelligence Agency where his
analysis was routinely disseminated to the highest levels
of government, including the White House. He is a graduate
of the Defense Intelligence College, was DIA’s
first Certified Military Analysis Expert (CMAE); and
was a Certified Arms Control Analyst for the Conventional
Forces Europe (CFE) Treaty. Since 9-11, he has become
a recognized substantive expert in the area of Critical
Infrastructure Protection (CIP) and holds numerous nationally-recognized
industry certifications, including: Risk Assessment
Methodology/Water (RAM-W), RAM Communities (RAM-C),
Train-the-Trainer, RAM Chemical Facilities (RAM-CF),
Train-the-Trainer, National Incident Management System-Incident
Command System (NIMS-ICS), Basic through Advanced Levels
(100, 200, 300, 400, 401, 402, 700).
Current Duties and Responsibilities: Mr. Carter has
been with Critical Incident Solutions since September
of 2005, and has played a key role in multiple HSEEP
Exercises, COOP Plans, and NIMS-ICS Training. He is
ultimately responsible for CIS Corporate Business Development
and Operations and oversees the management of several
State & Local Programs throughout the Country.
