SOLUTIONS PROGRAM ANALYST – DONALD MULLINS
Professional Background: Mr. Mullins
began his career with the Florida Department of Health
(FDOH) in Information Security and later as an Emergency
Operations Manager in the department’s Orlando
based office. His public health service includes EOC
operations for the Anthrax release in 2001, Technical
Representative to the 2004 Joint Filed Office. While
at the Orlando office, Mr. Mullins was involved in public
health response planning and training that included,
Strategic National Stockpile (SNS) & Points of Dispensing
(POD) operations, Continuity of Operations Planning
(COOP), and state-wide international ports of entry
planning for quarantine and isolation.
Current Duties and Responsibilities:
Mr. Mullins brings a depth of experience in Public Health
Emergency Management including Quarantine and Isolation
Operations, SNS, and Pandemic Planning to CIS. He has
nationally recognized certifications such as: National
Incident Management System-Incident Command System (NIMS-ICS)
Train-the-Trainer, and Homeland Security Comprehensive
Assessment Model (HLS-CAM). Don’s primary responsibilities
include: COOP, NIMS-ICS Training, and HSEEP Exercise
Development.
