Roach Professional Background
He began his career in law enforcement in the U.S.
Army Military Police as an SRT (SWAT) Team Leader,
followed by 15 years with the Pasco County, Florida
Sheriff's Office. Matt served on the Hazardous Incident
Team (HIT), was a Hazardous Materials Technician;
and held various Command and General Staff positions
including Incident Commander at multiple incidents
within the region. He became a Certified Training
Instructor and trained hundreds of law enforcement
personnel in Emergency Response, Incident Command
System (ICS), Weapons of Mass Destruction (WMD) and
Personal Protection Equipment (PPE). He also participated
on special tactical teams working with the FBI, U.S.
Secret Service, FDLE and other agencies during high
profile special events including those involving the
President and Governor. Matt also conducted over 250
Threat and Vulnerability Critical Infrastructure Assessments.
Since 9-11, he has become a very well known NIMS-ICS
Instructor, Exercise Developer, and Critical Infrastructure
Protection (CIP) Analyst who has provided dynamic
instruction to thousands of responders and other personnel
throughout the country. He holds multiple certifications
in NIMS-ICS including ICS Train-the-Trainer (E-449).
Current Duties and Responsibilities: Mr. Roach is
a Lead Instructor for ICS-NIMS courses and Homeland
Security Planning for Local Officials. He is also
an expert Exercise Developer who routinely conducts
Table-Top (TTX), Functional (FE), Full-Scale (FSE)
and Web-based Exercises involving Terrorism and Pandemic
Influenza, Natural Disaster and WMD scenarios. Mr.
Roach is highly skilled in developing specialized
graphics for CIS projects.
